Eckstein, Gabriel, Water Scarcity, Conflict, and Security in a Climate Change World: Challenges and Opportunities for International Law and Policy," 27 Wisc. Int'l L.J. 409 (2010)
Although climate change is expected to have a major effect on theglobal environment in its broadest sense, one of its earliest and mostdirect impacts will be on Earth’s fresh water systems. While someregions will experience increased precipitation, others will suffer seriouswater scarcity. And some will endure both as climatic variabilityimpacts regional weather patterns resulting in erratic or abnormal rainand drought events.
