EWP Stakeholders Consultation: Blueprint policy options & recomendations
The European Commission is preparing the Blueprint Communication to be ready by November 2012, which will offer a set of policy options and recommendations to tackle the challenges, gaps and barriers of current EU Water Policy.
EWP is being supported by DG-Environment to carry out a series of stakeholders consultations that will contribute to concrete recommendations and input to the European Commission’s Blueprint stakeholders’ consultation process in December 2011.
In this respect, EWP will organize two workshops (October-November) with members, partners and key players with the aim of preparing a recommendation paper with concrete options and inputs for the Blueprint legislation.
The rational of this process is as follows:
- 5th of October: workshop in Brussels to discuss results of the EU Water Policy fitness check report, collection of input from participants (discussion paper attached), set the scope and draft of policy options and recommendations EWP paper.
- November: workshop in Brussels to finalize input and recommendations for the final EWP input.

BLUEPRINT POLICY OPTIONS AND RECOMMENDATIONS: DISCUSSION DOCUMENT
The European Commission is preparing the Blueprint Communication to safeguard Europe’s water which will include a set of policy options and recommendations in order to address the challenges, barriers and gaps of the current EU Water Policy.
In order to do so, three main pillars are covered: RBMP (River Basin Management Plans), Water Scarcity and Droughts Strategy and Climate Change Adaptation. In addition, the Commission has recently published the Report on the Fitness Check exercise aiming at reviewing the following pieces of legislation: WFD (Water Framework Directive), Environmental Quality Standards Directive, Urban Waste Water Directive, Nitrates Directive and Floods Directive. The European Environment Agency is contributing to this process by preparing the thematic assessments that will result in the next SOER (State of the Environment Report) and complete the Blueprint communication.
The common line of the different Commission initiatives to produce the Blueprint is the assessment of the past and current EU Water Policy. Nevertheless, the Blueprint intends to have a clear target timeline for 2030 and 2050.
EWP is being supported by DG-ENVI to add value to this process by giving input from key stakeholders taking as reference point EWP Water Vision for 2030 which look into the future. Therefore, EWP is organizing targeted stakeholders’ meetings in 2011 that will input directly the stakeholders’ consultation process set up by the Commission to run from September-November 2011 and be presented in December 2011 EU Commission stakeholders meeting.
