Capacity Building Support to the Water Sector in Turkey
This Twinning Project is financed by the Pre-accession Programme, which aims to assist the candidate countries in meeting the criteria for EU membership through bilateral co-operation projects focusing on the transposition and implementation of European legislation.
Twinning as the principal tool of pre-accession assistance for Institution Building was launched in May 1998. Twinning aims to help the candidate countries in their development of modern and efficient administrations, with the structures, human resources and management skills needed to implement the “acquis communautaire” to the same standards as Member States. The acquis communautaire is the body of common rights and obligations which bind all the Member States together within the European Union.
Twinning provides the framework for administrations and semi-public organizations in the New Member States or Candidate Countries to work with their counterparts in Member States. They jointly develop and implement a project that targets the transposition and implementation of a specific part of the “acquis communautaire”. The parties agree in advance on a detailed work programme to meet an objective concerning priority areas of the acquis.
Period, Place and Funding of the Project
The Project has started in December 2007 and is scheduled to end two years later, in December 2009. It is financed by the European Union under the Pre-accession Programme as a twinning project with a budget of € 1.998.071,62. The Directorate General for State Hydraulic Works and the Directorate General for Environmental Management under the Ministry of Environment and Forestry are responsible for the execution of the project activities. There is a Project Steering Committee in which all relevant stakeholders are involved.

| Objectives | The purpose of the project called “Capacity Building Support to the Water Sector in Turkey” is to assist Turkey in bringing its water management system in line with EU water and environment legislation to enable the full implementation of the EU water acquis by the date of Turkey’s accession to the EU. The project focuses on the Water Framework Directive (WFD) 2000/60/EC of 23 October 2000 and subsequent daughter directives, the Urban Wastewater Treatment Directive (UWWTD) 91/271/EEC of 21 May 1991 and the Dangerous Substances Directive (DSD) 76/464/EEC of 4 May 1976. The Water Framework Directive, establishing a framework for Community action in the field of water policy, forms the general principles of integrated river basin management. Its main focus is to integrate economic and environmental aspects to secure sustainable management of water resources. Its main objective is to achieve a good water status. The implementation of the WFD is a considerable challenge for EU member states and especially for candidate countries. It incorporates existing water related directives and has a strong reference to other environmental directives. Certain provisions of the Water Framework Directive might be difficult to consider in this project, for example the aspects of transboundary river basin management. It might be necessary to address them in a later stage. |

| Results | Components of the Project The project will start with a kick-off meeting and will be finalized, at the end of the project, by a closing event. In Component 1 legal and institutional analysis of the WFD, UWWTD and DSD will be carried out. It will result in a detailed legal gap analysis including options for transposing these directives and an analysis of institutions, their capacities, identification of options for strengthening the current institutional system and definition of training needs. Component 2 aims at developing a ‘road map’ for the implementation of the three directives by drafting implementation plans at national level. Detailed draft implementation plan will be drawn up for the Water Framework Directive and the Dangerous Substances Directive, including estimated costs for compliance and intermediate steps on how to achieve compliance. Guidelines and manuals for the implementation will also be developed, as well as reports on possible financial modelling systems for pricing the water by means of the economic analysis of water use in line with “Polluter Pays Principle” and a report on possible implementations of full cost recovery principle for water services. In Component 3, the project will focus on the implementation of the principles of the three Directives in a pilot area: the Büyük Menderes River Basin. Two important results will be a Draft River Basin Management Plan in line with the WFD and a Draft Pollution Reduction Programme in line with the DSD. Other results include technical specifications defined for future investment needs for monitoring and laboratory infrastructure and a real-time River Basin Information Management System and working out of key elements of the Urban Wastewater Treatment Directive such as the determination of sensitive areas, the definition of agglomerations and technological treatment needs for urban wastewater considering geological and socio-economic information. The experience in the pilot area will feed into the drafting of the National Implementation Plan for the three Directives. Component 4 aims at a communication strategy for the implementation of the Project. It will result in a comprehensive communication strategy developed for the project including internal and external communication during and after the project. Working method The Netherlands as Leading Partner, along with the United Kingdom and the Slovak Republic as Junior Partners, will closely cooperate with the Republic of Turkey in the implementation of this project. The partners will work together in close cooperation through joint working sessions, seminars and workshops. Moreover, MS experts and Turkish experts will develop bi-lateral professional relations which can form the basis for future cooperation beyond the lifetime of the project. In the joint seminars and workshops, the partners will closely work together to develop conclusions, action plans and strategies for the fulfilment of the mandatory results. The three EU member states and Turkey will organise their activities through the joint Working Groups established for each component of the project. Two Project Leaders (one from the Netherlands and one from Turkey) are responsible for the overall coordination of the project. The project has a Resident Twinning Adviser from The Netherlands to work full-time for the duration of the project. They are supplemented by short term missions of other specialists, training workshops, study tours and awareness raising events to underpin the reform process towards the targeted result. |
